Will the southern border ever be secured and effective against illegal immigration and drug smuggling?

After billions of dollars, and decades of building the border, with a politically correct administration in Washington, will we ever finally close the border, so America can stop the illegal drugs and illegal people from getting free education, health care and foodstamps that the states can no longer afford?
